Mostly it's a cost and power efficiency thing. They are sold as being cheaper and more environmentally conscious. In the US a lot of them are supplied by a few companies that stepped up to meet the in my mind probably unrealistically low cost target set forth. The only way to balance the cost and light output was the current led plate arrangements we have now. The problem is the phosphor coatings are cheap, deteriorated faster than people expected, and as they age they get bluer and bluer to the point many end up shifting to nearly purple light. Most of the ones they installed where I live started to fail in only 5-7 years. They started out more like a 4500k headlight bulk in colour, but as they age they end up more like 6500-7500k, with fully failed units being nearly purple or lavender.

To get those yellow and warm white hues you often drop the efficiency of the led as it has to fight through more and thicker coatings to not be the harsh white we associate with led.

That is pretty much the same lifespan as a modern low-pressure sodium vapor lamp, so LEDs are really only better in terms of spectrum and efficiency (they're roughly 70% more efficient than sodium vapor apparently). But clearly if they're shifting into violet over time, their spectrum is actually a lot narrower than advertized, and probably only win out in terms of efficiency after a few years. Still more economical than sodium vapor, but in terms of quality of light and lifespan the imrovements are only marginal.

This is something I noticed when they replaced all the lights in our city, the area directly lit is fine, but everything beyond that is pitch fucking black, and in heavy rain and snow visibility is almost zero even directly under the light. Never had this problem with sodium vapor.

I think when they were first pushed out they had a 10-15 year touted service life in theory, but in real world conditions they just do not seem to last as long. Try to apply a white balance calibration between the left image and the yellow part in the right one, then you can more or less compare.
Also, remember to use hue and not grayscale. We humans see green better, and classic grayscale don't take that in acount.

The brightness isn't the issue. The angle of the light is. If you're in a sedan then you will be blinded by every truck or SUV because their lights are higher and the angle is projected in a way that blinds anything lower than them. The USA has some of the worst regulations on headlights btw. Europe and many other countries already solved this issue years ago with AFS but the USA has, for many years, refused to regulate manufacturers to use AFS. Even still they can't get their shit together to regulate it.
