Not like a headstand pushup, but for an "all-in-one" movement it's not bad IMO.
It's the kind of exercise I'd recommend for "general fitness" to someone who's not really hardcore into it or doesn't have the time for a full workout, since you can bang a few when you have a free minute here and there.
And of course it can be a "training wheels" exercise if you want to do the harder movements but can't yet.

You can certainly do it that way, but if your goal is to mimic an OHP, you can keep your arms folded until you're in position to push vertically/diagonally.
