Each level of management wants to have as many people under them as possible. It makes them feel important and they can point to that number as justification for their salary. It gets even worse when jeets take over because in their society, respect is almost entirely based on how many people have to do what you tell them to do. That means jeets will optimize for maximum headcount and not give a shit about the long-term survival of the company.
