I am Iranian. I use Tor on a daily basis and I have never been approached by the law enforcement for using Tor. There are laws that criminalize using internet censorship circumvention tools, like VPNs, and Tor, in Iran but these laws have never been fully enforced. At the moment, 80% of Iranians are using censorship circumvention tools.

I recommend saving an offline version of this page, and downloading all the tools listed. The general pattern with these things is the best ones just mimic HTTPS traffic, some even mimic using HTTPS traffic with known certificates too. You'll need a VPS in a non-police state though, and the governments of the world know this.
Eventually tor routing/freenet/etc will be the only way since they're the only globally resistant tools. Well mostly, countries can cooperate and defeat them but it's unlikely.

Once they have done this, they have established the identity of posts, comments, etc on every website. Then once they have established this they can ban, restrict, and punish badthink as much as they please. Digital ID isn't needed for this but will be pushed because it makes it much easier.
