Depends.
Bare minimum for anyone working on Windows 11. Teams + office + browser will eat up >8GiB easily. Heck, I've seen it eat almost 12GiB on some users machines that I maintain on a customer office.
For light use, 8GiB should still be fine, but I wouldn't run it with windows. If it is a terminal that only needs to have a browser or lightweight system, I would do this with either linux or a very optimized version of Linux.

I worked on a company that used a few precision scales connected to serial port and ran software that connected directly to a server. The PCs were AIOs from HP running openSUSE 13.2. Good times. It ran perfectly in 8GiB ~7 years ago or so, and they're probably still using it.

Modern browsers deactivate the tabs not open. I keep ~50 tabs open on my home PC, running Brave, and I have 3 browsers on my work laptop: Firefox, Chrome and Edge. I use less RAM on my work laptop because of the content on them, even though I have more tabs overall between all three browsers.
Check the browser's task manager, it usually tells you what tab is hoarding RAM.

Just a week ago I wanted 32gb of ddr4 for my laptop that had 8gb, looked up prices and noped out. Got a secondhand second 8gb stick instead on ebay, not even a matching brand but everything else matched, works fine. 20 bucks, should have been like 12.

I think 8GB is a more sane and safe option.
I'm always wary of getting a virus on my computer. By maintaining a low amount of RAM, any hypothetical virus I would catch by accident wouldn't be able to work properly because it would have been programmed to work in a large RAM environment like a 16GB RAM or a 32GB RAM PC. This way my PC and all my data stays safe because the virus wouldn't be able to function proprely, not accounting for marginal individuals like me who use outdated technology out of a mix of paranoia and laziness. Why do you people need all that RAM for anyway? Modern video games are all pretty bad, and I never have more than 30 chrome tabs open at a time.
