How doable is it to swap the drop cables etc of 2 apartments and make the identification of the apartment to the ISP reverse?

The only issue I can think of beyond that is that the ISP probably has their documentation of the ONT tied to the unit number rather than the fiber circuit itself. Thus if one of your tenants in the units calls in to get help there will likely be confusion and you'll be found out.
It seems imprpbable that someone who has the knowledge would deploy it to help me do something which objectively seems like a bad idea. Only a true rogue autist would understand the compulsion to stick it to the man even if there would be no net benefit, only a principle one
