Why would you ever buy Chinese ram? Taiwanese ram is already unstable enough as it is running at its labeled spec with more than 2 ram sticks. Chink ram is just going to be completely fake specs with the worst binned chips they could possibly sell you.

If you care about a remotely stable PC, you aren't running XMP/Expo. In which case it really doesn't matter what RAM vendor you use because they aren't binning JEDEC spec modules.
Buying memory thay is already rated for a certain speed from the DRAM vendor and putting it on a PCB isn't a hard task.

They're used Micron/Samsung/Hynix LRDIMM DDR4 modules, and I bought them for my server.
