If a window goes from non-existent into fullscreen with a 300ms animation on 30 fps (gnome cant do more), it has barely 9 frames to go from no-size to covering a 24" monitor.
Without an animation - so simply pop into existence - it is easier to handle for people with disabilities.

It's a RedHat project and corpos have to implement government mandated accessibility stuff.
Therefor Gnome implements the required stuff and claims to care about accessibility, while in reality they don't give a fuck outside of what is mandated.

There are two litmus tests:

Government mandated accessibility has to be implemented by default. A high contrast setting you have to enable in a preferences menu doesn't matter, it is considered to not exist in the first place.

Government mandates symbols to be friendly for all kinds of vision impaired people, and the easiest way to adhere to this is to... simply not have symbols at all! You don't have to care about mandated rules if you don't have it!... firefox removed the icons out of context menus for that reason.

Both of those things make accessibility objectively worse, while by law you are more compliant.
