KMS38 was blocked because Microsoft deprecated the gatherosstate component which actually had a shit ton of other uses outside of licensing.
It was a tool for catch all gathering of various OS details so feature/build updates could go smoother. It would also transfer KMS based licensing so the "new" OS could remain activated for a time before it had to contact the KMS server. KMS38 extended this time to the max.

It wasn't really deprecated specifically because of KMS38, they just had other ways to deal with feature updates and full OS upgrades

I haven't personally had this issue, although I use Wayland. You might have issues if you end up using Xorg. No clue.

I think what you're talking about only applies to HDMI with an AMD graphics card? Pretty sure there was an issue with open sourcing HDMI 3.1 or 3.2 or whatever version. My monitor is only 1080p 144hz so I can't say if you'll have any issues.
You could probably check both of these without installing anything by just burning the iso to a usb.

Well, there are multiple perspectives. I'd rather not register my shit with Microsoft, though as far as I understand, HWID is pretty much considered legit by MS and everyone else, so it is indeed very useful. There is also a finite amount of times you can replace your hardware parts and reactive with HWID.
But once MS closes HWID, you will be left with other methods. I personally use KMS because that's what I always used, and I know it will keep working.

HWID uses a quirk in the way MS activates windows
All activated windows have a genuine ticket, the ticket includes version, edition, HWID, and a signed key that is read on boot and compared against the actual HWID and OS version. If they match you stay activated.
When windows is updated with either entire OS upgrades or new builds, there is a need for a new license as the genuine ticket is locked to a specific OS version.
MS solves this by issuing a new ticket and license when presented with an old ticket but it does it in a very relaxed way, it only verifies if the signed key if legit signed by Microsoft's private key and the edition matches before issuing a new license and ticket based on your PCs actual HWID. The HWID is also stored in MS servers in the case of full OS wipes.
MAS exploits this by using actual genuine tickets from real activated installs from all over the place.

Microsoft could in theory block these old tickets and any licenses derived from these tickets, but it's a question of if they really could. The fact they haven't done anything either means they don't care or lack means as the new ticket with it's signed key is not calculated based on the previous ticket's key. There would have to be metadata to associate each license with what was used to generate a new one and see which ones are reused.

They're not actively trying to take down MAS. Just one of the older activation methods has been depreciated by Microsoft. It's more of Microsoft not wanting to use server space for an activation method that's outdated and obsolete. Plus Microsoft doesn't give a duck about MAS. It's not worth it to them to try and get one off consumers to pay for Windows. They get all that money from OEM and enterprise sales.
