Steve set up a company separate from the basketball team that he used to hire players for no-work jobs. It was a way to funnel millions in extra salary to players if they signed with his team.On the surface, that's only a problem for the NBA. Steve broke league rules and now the league can punish him and his team. The company however wasn't just a funnel for undeclared salaries, it was also setup as a legit business with investors. Those investors had no idea the company was paying NBA players who were doing nothing for the company. The investors only have their money in the company, not the NBA team, so those players benefiting the team isn't relevant to them. This might be fraud on the part of Steve since he was using investor money to pay his players without disclosing that to the investors. At the very least, he's going to have to pay a bunch of money to the investors for the money he misappropriated. There's also a chance that what he did was criminal and not just a civil financial issue.

The government isn't going after him if the whole thing goes silent. He just needs to buy his way out. On the NBA side, he'll have to accept whatever punishment the league comes up with in order for this to leave the news cycle as quickly as possible.
