Yes, but a very useful one. It's much more capable of chaining together processing steps in ways the devs didn't think of than GUI has ever achieved. And then because the command that starts a complex task is a line of text rather than a series of clicks, it's easy to save in a file and run again later.

You might not like python for a huge range of reasons, but no one can deny that python has GREAT error management. But they simple were not able to read the errors, it literally told them were it happened and why, but it was like a negro staring at a piece of peper writen in cursive.

A command line is just an entry system for a programming language. There's no reason it has to be a shitty programming language or a primitive VT100 emulator or DOS emulator. You can have something like Racket which has graphics and other objects in the input and output. Unix shells are the most retarded and useless form of command line and they force everyone to reinvent wheels and prevent you from sharing information.
