I think it's based on the Spectre/Meltdown CPU vulnerabilities. I think the main issue was CPUs would try to predict the results of CPU instructions prior to actual execution to make processing faster, but malicious users will try to exfilitrate the premature results. Particularly bad if the data is menat to be private, like keys or passwords. Likely to be wrong, I'm just going by memory and light Wikipedia reading.
The meme is funny because it sort of does the same...? I imagine the question was "what if [a malicious program attempts to read memory it should not access to]", but the CPU interrupts ("predicts") "it won't" happen.
