Windows ME was a gimped version of Windows 98 SE, with some features that were back ported from Windows 2000. But it was still an alright for the last of the 9X kernel operating systems.

On the one hand, ME was an unstable POS with shit performance (remember "you need to clean reinstall every few months its normal for the computer to slow down as you install more programs"? I do.). HOWEVER when it wasn't crashing it was still more responsive on the hardware of the time than 11 is now, and also it didnt spy on you. So I think you might be right. Then again I never used the internet on ME so maybe that would subtract some points.
