your latency is not uni-directional, mind you
the time for the player to see feedback from his actions is:
player sends input - time to server, lets say 50ms if ones lucky
server creates frame. lets say 5ms, negligible
then the frame has to arrive back to the player

thats 0.1 fucking second bw input and reaction perceptible by the player,
in an OPTIMISTIC case scenario
thats totally unplayable and its a 30fps gamer from the late 90s era whos saying that

the reason why playing with 200ms ping is not totally unbearable is because all the rendering happens locally, and so youre playing a version of the game thats subtly different from all the other players, but gets re-synchronized every so often
no such trick is possible with cloud gaming, and you double the latency because the data has to forth and back
