Can anybody recommend a cheap Phone that can't be wiretapped or tracked by police

Alright then, no you can't have a phone that makes SIM calls without being tracked by police. But as the first reply said, you can minimize corpo tracking by installing LineageOS. Hope that helps

How far up your arse is your head?

Pretty much every country going has legally required to companies to 'co-operate' with 'authorities'.

It doesn't matter what phone you get, any provider you use will pass on details. They know where their cell towers are. You'll likely connect to more than one, and a little math on the signal strength can place that to within a few square meter.

You connect to the network, you'll be tracable.

As for wiretapped, you're moving your comms thru their shit. If you aint E2E that mofo, it's interceptable.

Best option is to not carry a phone. That's what I used to do, but after leaving neetdom, I have this job that requires me to have a phone on me for calls, texts, taking pictures, etc. I use a Moto E5 and removed anything non-essential with Universal Android Debloater/ADB from it. That's enough for my use case, since I sort of accept that if I carry a phone I am going to be spied on by the baseband modem and whatnot at least. I also use a prepaid phone with pseudonymous creditials, but that doesn't really matter when the baseband can geolocate you anyway.
If you want better privacy, you can get a Pixel and put Graphene on it, or a Lineage compatible phone, then binge watch Bob Braxman and Naomi Brocklywell on Youtube.
