That won't be up to you. It starts on the executive level because every CEOs eyes light up when the up and coming new exec tells them they can save billions in costs by hiring 1000 indians for pennies to outsource all their developers to.
HR automatization won't do jack shit when entire company branches are axed or outsourced, and the guy who suggested it gets booted up to high CEO position. Then he just puts his own cousins into the head of every subsidiary, who puts his own cousins to run every section etc etc.

In 1997 I was using Perl, mostly for admin and web CGI. I had just started at a university that used Ada as the primary language, but would also have classes using C, C++, LISP/Scheme, and VHDL.
For the era, Perl was good to know. C and C++ were a good base, so I'd still learn those three. The rest were good for understanding their respective niches but I would have been better off learning Java.
