There are Android phones, tablets, TV dongles, etc you can buy that do not come with Google Play Services installed (the main Google proprietary bits -though that's not to say the OEM won't have their own proprietary firmware blobs, but that's nothing to do with Google) Not to mention almost every android phone on the market can have its bootloader unlocked so you can install a de-googled OS like Graphene
