A- There is no per program permission system. All programs can read, write, overwite, and delete any and all in the user's home; they can access all hardware and network resources too, why not.

L- Wayland (a display server specification) is somehow supposed to solve that. It doesn't. Even if it worked as intended, programs still have full access to every file and all resources except the display, sometimes. Good job.
