Like it or not, Your kid will have to live with social media the rest of his life. Your kid will have to learn to use a smart phone no matter how long you keep it from him. So do yourself and him a favor and sit down like a parent and teach him how to use it and be safe with it. STop trying to avoid it, be the father you're suppsoed to be and teach him that because an algorithm tells him to look at something, he doesn't need to actually do it. Teach him to roll his own Graphene install and run Linux on his computer. Don't do the equivalent of raising him in the deep woods before setting him loose in the middle of Atlanta and expecting him to not get scammed or robbed. The problem is that we have a parenting issue that no one wants to address, the social media issue is a symptom of the parenting issue. They don't need to ban every VPN. Just ban the most popular ones and then run ad campaigns about how VPNs bypass UK protections which give your computer viruses. Russia did an anti vpn campaign and banned them as well.
