It doesn't let you verify without the app. But at the same time there's nothing forcing you to verify (yet), you can just ignore it.
Would it be possible to create a 3rd party app where you verify independently so it doesn't tie you to the account? That'd let people uphold their privacy at a time where every other country is implementing this invasive stuff.
