GPUs have usually bigger dies too, so heat distribution and exchange is much easier, making them easier to keep cool, meanwhile CPU dies are small and consecrated. Like total die surface of a 300W GPU and 200W CPU is much bigger even at the same node, even if the GPU takes much more power.Example, even my 4080S that easily eats up 380W, has a factory heatsink that can keep it between 65C and 70C (a GPU that only starts throttling at 85C, so there's even headroom to further tweak the fan curve) at less than 30% RPM, which is not something you hear in a closed side case under your desk.

He didn't like that the existing cooling solutions dumped heat into the room the computer is in. He used copper plumbing, which was the worst possible choice since copper conducts heat, dumping most of it into the room he was trying to stop from heating up. This was before I knew he intentionally does stupid things to get attention so I raged at his moronic solution. The basic idea might have been fine if he used insulated PVC instead of copper but the attention and clicks must flow.
