Say a socialist state insisted all software be open source and abolish ability to monetarily profit off software. That would be how things would work essentially. On windows, even modern one, you can freely share offline installers with people, without ever touching the internet, as windows installers either come with all the dependencies already, or they are dependent on something that also has local, offline installer, like net framework or visual c++. Due to the lack of any decent software support, many linux users often promote usage of cloud-based software (web version of microsoft office, fusion360 etc.), which yet again, takes control from you, the end user. While modern software in general has this tendency, on Windows you can at least pirate new software and take away its internet access, or even use older, local versions of those programs, that are inarguably better than linux alternatives, all of that is not doable (or at least not easily doable) on linux. Thats why I chose to go back to old windows versions, since they have great software compatibility that can be ran locally and offline, forever, and are not actively maintained by people who openly hate me. Technically you can have safe, local setup on modern windows, but I will use older versions as long as I can, since they are simply easier on the user.
