Using Windows 11, I have no problems with HDR on a LG C4.
I don't even have SDR to HDR curve problems that are supposed to exist, but I also use RTX HDR and my displays are all hardware calibrated.

Chrome, mpv and MPC, shitloads of different games from really old DX8 ones with API wrappers to modern DX12 and Vulkan.
That's pretty much it as far as HDR goes.

There's different standards of HDR for different quality levels, for different market segments.
Usually the better screen, the more HDR standards it supports and better quality the HDR is.

HDR really only works on OLED and bigger MiniLED displays though.

I mean it's kind of cucked. You have to use KDE on wayland. And then for each game that supports it, you have to add an additional startup command and use a specific proton fork or it won't just detect shit.
