Yes, it's just that pc game developers all use the r5x 5090, so if you don't have that then you won't have the maximum experience they want to give you. If they developed with a 5060 for example, then the game could run max 4k with a 5060.

4k 60fps has been achievable for a long ass time now. people were doing it with 1080ti.

if you want high refresh rate you're going to have to cope with lower settings or framegen.
