You could try doing what Fandom unintentionally ended up doing, make the website absolutely horrendous to browse using a smartphone thanks to obnoxious ads. Sure, a small percentage of "power" users might pass through the filter thanks to Firefox+uBO and other DNS adblocking solutions... but you seldom see phonefags smart enough to even have the basics when it comes to internet street smarts.

I think "proof of cpu performance" could work, similar to a PoW scheme but with a time limit. this would utilize the fact that mobile devices are generally slower than PCs. you could use something like bcrypt to implement the challenges, as that supports a "cost" parameter. Make it so that the challenge is viable for a PC to solve in under 1 second.
of course this comes with its own drawbacks, mostly the filtering out of low end PC users or users with high network latency.

mobile posters with their shitty touchscreen keyboards and tiny screens rarely write more than a short snarky sentence, it takes way too much effort on their device to contribute anything of value because they use an "app", it is created for consumption rather than creation, so the quality of discourse goes down the drain the more mobileposters you get

You simply don't have a mobile version of the site. Force it to be 1920px wide at all times. If phone shitters want to use it they have to scroll back and forth constantly and it'll be annoying enough they'll go elsewhere.
Especially if it was for something like a captcha where the picture is at the left edge of the screen and the text entry box is at the right edge.
oh! I just remembered something you could do. On Harley-Davidson's parts website, it works fine with a PC using scroll wheel or keyboard arrow keys, but if you try using it on a phone and scrolling using a touchscreen the website constantly jumps around and doesn't do what you want and is pure frustration.

Shadowban them, they won't notice that nobody else s seeing their posts

Ban all mobile os user agents
Make the website only look good and usable on desktops, do not offer a mobile friendly layout, force them to zoom in a lot every time they open a new page

The main feature which ruined 4chan was the built in catalog. It made the site searchable while hiding the newest posts in a thread. It also made the site much more boring to browse.
As a result 4chan turned into a generic forum with permanent generals and less motivation for people to leave "their" threads. Some newfags even complain when there is more than one thread about a topic. It's pure cancer.
