Take battle tested code, and re-write it (without a clear benefit to the end user) at a recklessly rapid rate. Then force others to adopt that rewritten code before it is ready or properly tested. I apreciate linus's no bullshit approach to maintaining linux and making sure that things actually are proven to not only work but provide a clear benefit before being added. It makes sense that he is like this when you remember the entire reason he does anything like linux or even making git is the idea of "this type of thing should exist, i want to do it, it doesnt seem to exist yet, no one else is making it, il do it myself". He designs from the mindset of the user.

C# supports AOT compilation now and can do some neat stuff these days. I don't think it's "system level" language enough to rewrite the entire operating system but it could probably help to debloat some of the shitty bloat apps at the process and service level.

Microsoft Windows is the predominant operating system in use across the world. it has not achieved this majority position by being technologically superior to the competition, but by marketing, and by having agreements with computer manufacturers/retail shops where Windows is the default operating system in use. they have also done a lot of marketing.
think of the actual average computer user. they do not give a single fucking shit what their operating system is. they care about their system working. if they had learned Linux, they would push through its issues in order to make it work, because all they care about is their system working. when Windows fucks up, they will work through the problem, or around it, in order to get their system working. it is less effort for them to continue to use the buggy system that they know to get work done than to learn a new system.
Windows, if it continues to fuck up, will absolutely die, but only by having the curious youth decide to avoid using Windows. curious youth do not have important shit to do with their lives, so they can afford to waste the time needed to learn something like Linux. when, eventually, a superior OS arrives (maybe a Lisp machine, maybe a Smalltalk machine, or whatever the fuck), these now-aged youth will continue to use the shitty Linux because it is what they know, and they have shit to do at that point in their lives.

Microsoft will not die. they have Azure. they have .NET. they have their shitty database. they have many niche projects in the business space that are relied upon by many, many industries.
