Kinda, yeah. The physics and schematicking of semiconductors is fairly trivial compared to finding manufacturing processes that can deliver the required tolerances. That's true of most high-tech manufacturing in general. You get lucky a few cycles in a row and you can stay the world leader for years. TSMC is about 2 years ahead on logic and Micron is about 1.5 years ahead on memory. For what's currently on shelves, unsure of R&D. It wouldn't take much to flip it though, someone else getting lucky or the king getting one particularly difficult generation. The people that work at those companies must make a killing off insider trading given the very long R&D cycles and wafer out ramps.
