You might be surprised, but Russia was under sanctions after the Soviet Union's collapse that prohibited the sale of lithography machines and other related equipment/technologies. In 2012 those sanctions were lifted and immediately replaced with new ones.
Because all the money goes to adding another room to putin's mansion for matroshka collection.
