Its a relatively low tech system that is easy to fix. The Chinese MVDC variant uses supercapacitors and batteries for energy storage. It IS easier to directly dump the energy to the catapult from a capacitor bank directly, but I'm fairly sure that any engineer would want nothing to do with going anywhere near the capacitors when fully charged. They chose this option because their carrier is non-nuclear power and they can charge the capacitors easily over time (they probably have a slower relaunch time than the 45 seconds of the nuclear-fed EMALS) by taking whatever load they can spare from their diesel and gas-turbines.
