Is there a facility that actually sell the vacuum tubes needed for the CRTs for repair? My biggest fear is that one of my TV/Monitors die out and it turns out I just need to replace the tube but I have no place to replace it. Maybe for some well known TVs, like a Trinitron, but not for some older IBM monitors that are hard to come by.

No, they are not being made anymore.
You just hoard parts and tubes. I have several models of all my main CRTs.

Use another tube, specially true for older monitors.
It's the high-end ones, like high end Trinitrons that need specific tubes (even then there's lots of cross compatibility, E530 tube into G520, etc).

Tube probably won't even be the thing that breaks for you, 90% it's the circuitry, like deflection.

I've been using a 980ti with a passive adapter but windows keeps killing the driver when i update my 4070. I guess i've finally got to find an actual decent adapter because all my ali express ones can't do 1600x1200@75hz, but it seems all the good ones like the delocke are impossible to find now. Is there any other decent options for a dac aside from lucking into a used one?

Rankie did decent ones too, I think StarTech was recommended too. DeLock is still better.
I lost my DeLock DP to VGA adapter when moving, still bitter.

Also 4070 won't be able to do interlaced, just FIY.
