It's because Windows moved on from ini files to global registry to make it harder to "copy applications".On the Linux site most configuration is text files so installation is mostly always just copying files into specific places. Some perverts though tried to port the registry to Linux, but fortunately most people are not retarded and don't do that for their applications.
