If this was a serious issue for me I would be building docker images for things I will need to keep working well into the future, but do not expect or want updates on. It's definitely different from Windows where I would have maybe 20 different programs which all shipped their own version of ffmpeg. Instead I have all this software I installed relying on the ffmpeg I compiled myself exactly the way I want, except jellyfin which ships it's own via apt which doesn't conflict with the one on the system.

It's not so much offline access that's the problem as it is dealing with legacy software in the first place. Windows is easier and better in that regard but it can still be a nightmare. I've been dealing with a scenario (above my pay grade but I still agreed to help) like that at work. I came to the conclusion that running all the shit they need in Wine is probably better and smarter than anything else but you already know that's not going to happen. LTSC licenses for everyone it is!

you can do the same with linux. when i first started using linux i had slow/limited internet access, so i would keep/copy my package cache when reinstalling/setting up another computer
these days reinstalling is a foreign concept to me as i have learned to maintain my os properly, and while i still can, i generally don't bother even copying over a package cache on a new machine because i have an 800Mbit/s down connection. i know not everyone does, so reusing the cache is certainly going to benefit others still
nice thing about a package cache vs. a folder full of setup.exe's is that it keeps itself organised and up to date, one command updates them all and one command removes obsolete files.

last time i set up a windows computer for a friend, i don't think i ended up using anything from my windows installers folder, since it was all outdated. now sure it'd be better maintained if it was still my main os, but even when linux was my secondary os it still did an installers folder better than windows

The only thing that I want to work that doesn't is SDR#. It's by far the best SDR software. I've made incremental progress getting it to work first with really old versions on Wine then more recently a newer one with Proton but the latest builds using dotnet 8 and 9 are a no go. I have found that SDR++ basically clones it's UI and has a few features I appreciate that SDR# is missing. That has helped but SDR# still has the best community making plugins etc for it so it's the gold standard and trying to run it with proton can be a little bit janky and frustrating sometimes depending on my luck.

SDR# will always be my favorite but SDR++ is seriously based. I am planning on replacing this RTL-SDR that's on the rooftop of my work with a Chinese RSP1 clone I have. I was never able to get that working in SDR# which is part of the reason why I stopped using it. The SDR++ server mode will enable this.

That was never my experience with Windows 7. Windows update would get fucked up and you couldn't update it past a specific point. I had trouble trying to install ESU updates for it in a VM more recently too.

Windows Update was a heap of fucking shit during the actual lifespan of 7. I do not have good memories of it. It didn't become good until Windows 10 but that was the age of system breaking updates (until I switched to LTSC)
