They still don't know that this was a theft; all they know is that their system says they should have more product on the shelf than they do. Maybe it's been misplaced. Maybe it's still in the back. Assuming some enterprising manager decides that it was a theft, what's the next step?

You guessed it, reviewing thousands of hours of video footage. And I can tell you, even massively sped up, this is a mind numbing task. Seeing someone pick up the item means that you can now slow the footage and follow that person around the store to see if they bought it or not. Maybe after spending 3 or 4 hours on this, you find the guy who stole it. It was someone wearing jeans and a hoodie, you can't see their face because the cameras are too low resolution, and that's it.

After going through this a few times, the vast majority will never bother. They note a shortage, adjust their inventory, and life goes on.
