Mostly because 2000 had much higher system requirements (esp. RAM) and wasn't even usable for basic tasks in their shitboxes w/ 32 or 64MB ram. Windows 2000 Professional needs a minimum 64MB ram to be usable for basic tasks, and preferably 128MB or more to run well.
It also needed a few tweaks and customization for optimal usage as a desktop OS (which most people didn't do), and had poor compatibility with bing bing wahoo, this also drove off many people.
