It's more resistant to jamming because starlink runs on the Ku and Ka bands which dont propagate very well at range unless focused.
To jam such signals requires a fuckton of energy from the jamming transmitter to overwlem any random terminal.

To be fair starlink is a commodity product that CAN be sold and CAN be made to work anywhere. You buy the equipment like any other electronic device.
SpaceX is known to turn a blind eye when terminals are used unofficially in regions where it isn't approved if they can get away with it.
Very well possible some already existed in the country, imported and paid for by citizens already trough whatever means.
