In the civil service it's called "working off the side of your desk." It's where you have insider knowledge of government requirements for a contract and nail the bid to a tee, or are somehow able to create government contracts and give them to a company owned by yourself. Happens in most western countries. In Canada a guy working for the federal government got them to pay him $50 million to make a web front end that added a single column to a database. Ended up turning into a bit of a scandal when another company proved that they could have made it in a matter of a couple days for a few thousand dollars if the bidding hadn't been restricted. Seems like half of Ottawa's politicians and civil service were involved in some kind of healthcare start up or another during covid too.I'm sure this is just a less egregious version of that. Some government worker finagling xerself a contract.

luddites can never explain why rewriting in Rust is such a big deal, it's not like they can stop you from maintaining and using pacman, sure, they might add some breaking changes, but you aren't a nocoder and can update pacman to support that, or are you?
