most battery optimization things are vendor related. Same reason your battery life will blow up if you install linux on an M Chip mac.

Last I read up on this it's because the Linux scheduler interrupts at a fixed rate (CONFIG_HZ) whereas Windows scales dynamically from 64 Hz - 1000 Hz
