I worked on a place where the entire company ran off a shitty set of macros and OLAP the ceo who inheirited the business got a contactor to knock up in in the late 90s. He thought he was a God. It was ridled with bugs and the place ran on ancient software and versions just because of it's sacredness and he used fire people based on the commissions it calculated. But it could never be fixed or changed. That workbook destroyed many many lives just because people forgot to refresh the data in it.

You wish I was joking. The place was doing tens of millionns in turnover. The only major IT spend was buying new mobiles and laptops for his friends and family and sometimes the sales guys (based on the spreedsheet). It was insanity.

Countries who can barely keep themselves from shitting the bed half the time could probably already improve their situation by offloading some of their governance to an AI. Just by making responsible choices that don't favor some group over others. I mean a deterministic system with a known open model so its choices could be verified.
