As for what they're claiming, buying DLC from another store and expecting to work is not a thing. The games are packaged to work in Steam, not on all platforms. It's technically possible to share if DLC is available or not but that would require some sort of shared library. Preventing to sell cheaper or earlier might be a problem though.
