It's just the display is off and most CPU cores are disabled.Sleep on PCs have just straight suspend basically all compute but keep RAM active.Modern laptops are trying to be like phones in that apps can still run in the background but the implementation is buggy more often than not leading to excess battery drain.Also IT disables hibernation because of something called "fastboot" where by default windows ends all user programs and just goes into hibernation instead of shutting down. Any little issue that could be fixed by a proper restart doesn't get fixed despite clicking shutting down and restarting the PC.

>>107994450Fuck fastboot and all it's fallout, and even with all that shit disabled by group policy it still seems like "restart" clears the system when shutdown doesn't. Also, hibernation gets disabled to free up 16GB of space on the system disk. Not as big an issue now but when affordable SSDs topped out at 128GB or 256GB it was necessary.
