Widevine is more like decoder DRM. all that's required is a compatible GPU. everyone has AMD/INTEL/NVIDIA/Snapdragon/Apple/etc. this is mainly to lock out third party chinks pirating content on their huawei.

There are different levels of Widevine, the one you’re talking about (L1) is used mostly for licensed 4K content, and only works on Approved devices with some level of secure compute capacity. L2 and L3 are a lot less picky, you just need the codec installed in your browser. The issue is this would break embedding, and require an ungodly amount of re-encoding on YouTubes end. It also wouldn’t stop people from downloading shit, because L3 and L2 are not tied to hardware, and L1 Widevine is completely unsupported on non-mobile devices (this is why watching anything from a paid streaming service on desktop sucks ass). L3 has also been cracked, so it doesn’t provide much protection anyway.

In short, I think it’s very unlikely YouTube will ever adopt DRM fully, it’d cost more than it’s worth, break off-site embedding, which undoubtedly presents a good amount of revenue, and any kind of robust DRM would make YouTube non-viable in-browser.

This is incorrect, Widevine for the most part doesn’t concern itself with the display side of things, although it includes a mechanism called VMP that is used to certify that a given applications rendering stack is secure using whatever APIs are available for such a thing. The GPU is completely irrelevant, it doesn’t need to provide support, outside of whatever OS secure rendering API stuff is available (same chain used for HDCP).
