If you want to repost a meme on 4chan you have to download the meme and then get some editing software to edit the meme and then repost it. If you are trying to force a meme you have spam and care about timing. On twitter you just reference the meme someone else posted and then write your own caption no downloading required. Also because it persist timing is less important than it is on 4chan. It also didn't help that 4chan has the same reputation as the dark web were you'll get hacked just for using it. It means new people are less likely to try the site.
