Incandescent lightbulbs emmit light by heating, they keep a relatively stable temperature (and light output) without flickering even if the current powering them is oscillating at 60Hz
LED bulbs have their own controller and flicker at much higher frequencies than 60. You could definitely see a LED blinking at 60Hz

They flicker 120 times per second because there is an inflow flicker and an outflow flicker. Or in Europe they flicker 100 times per second; either is well above the eye's flicker threshold

I wonder how much coil whine, flickering, etc can be blamed on dogshit power delivery from the socket. My americlap 2x4 dojo has fucking awful wiring and the slightest stress on the circuit dims lights in my office. There's zero chance that delivery is consistent.

Just got a PFC "pure sinewave" UPS. Unforunately it's not really a power cleaner so to speak, it's not online and it didn't cost over a thousand goddamned dollars. The surge protection detection is nice but it's not going to realistically be able to switch on/off is something catastrophic happens in time. In order to fully filter AC power you need a double inverted UPS and those get stupid expensive and require their own dedicated cooling. Think power supply for a power supply with its own battery backup. Considering how expensive PC parts are getting, the stupid price is seeming less stupid.

Not true. Some people see it, some don't. It has nothing to do with cheapness of the light, I have seen the cheapest LED lights with zero flicker and very expensive ones with terrible flicker.
