My usecase for custom views per folder on GNOME is simple.
I don't want to switch view settings continuously. I want to establish a default, and if I'm on a folder with images, I want to display them in a grid. And if I'm on my downloads folder, I want to be able to more easily tell what I've downloaded yesterday, and what I downloaded before that. And if I have to fiddle to get these views everytime I use these folders, it's gonna be a mess, you know. I don't get the excuse of "well if you enable this feature it's going to make people very confused", because there's this thing called giving the option to turn this feature on or off, and it's off by default on something like Dolphin. So there's no confusion.
All file managers I used have this feature as well. You're the odd ducks here. Who is it going to confuse? People who have never used a computer and just happened to stumble upon one with linux and GNOME as the DE? because that's not a whole lot of people.

you can setup a foundation and receive funds from other companies and governments. put ads (not in the software itself, but on hosting infrastructure). and like you said, put a donation behind a one-time pay and subscription based models. sell data. and many other options.
