Entirely depends on how literal a definition you're using. In the strictest sense anonymous means have no trackable identity and no means to connect your actions to your real identity. Neither 4chan or reddit meet this criteria. In the looser sense anonymous can just mean using a pseudonym rather than real credentials which obscure your real identity on a surface level, in which case reddit qualifies. A truly non anonymous platform would be Facebook using your real name and photograph.

4chan makes it impossible to post over tor. It also bans most vpn ip ranges. Anonymous as in everybody are called anon. Anonymous in the sense that no other user knows anything more than the user has written. Not private in the sense that any server admin can track ip, cookie (poster id), user agent. Anyone with access to the 4chan data and the isp metadata (police), can with a high accuracy correlate each post to a isp subscriber (real life identity). And if access to devices maybe even tie a post down to a specific computer and web browser.

Telegram is not anonymous as every user has a public unique user id that can't be changed unless the user deletes and recreates the account. It is used to be private depending on who you ask. To server admins, not at all private. They collect as much as any of the other social medias. To police, it used to be pretty much private. Now i read they have started to give out data to police. So not private anymore. About the connections to russia, I have no idea. If they are real, then not private in that sense either.

this is true to a certain extent. there's plenty of low level illegal activities you can discuss and authoritative entities won't care. torrenting/pirating, drug use, shit like that. now when you get into production/distribution of illegal things (CSAM, drugs, weapons) that's when things get more murky and you generally should avoid doing so.

bottom line is that in current year you need to treat the internet as if the government can easily pull up all of your communications with relative ease, because they can.
