Most GUI editors will just re-encode everything by default, which degrades the quality in cases where it might not even be necessary. The same goes for splitting the audio and video tracks from each other (demuxing) without re-encoding them either.

It aims to always come in just under the file size limit. It's not always successful though since ffmpeg takes the file size as a suggestion.
