The popularity of an image format depends on cameras support, the default saving option for the phone camera app decide everything, jpeg and png are too popular because of that, webp is the default option for storage saving and since many platforms support it the average person stopped caring, avif and jxl have nothing to offer to most people other than doing what webp already do... It is a lost cause unless android and ios camera apps made avif or jxl the default options

Camera support isn't that important, it's website usage. As in like facebook auto converting 6 million user uploaded images to AVIF via hw accel. User uploads would never adhear to any kind of metric to be controllable toward bandwidth reduction. 4chan is one of the few outliers of this kind of thing.
