yes, running a current through an inductor sets up a magnetic field within the inductor which is enhanced by the iron core (for anon, think of making an electromagnet in grade school by winding a nail with wire and connecting the ends of the wire with a battery).

but it's only when the magnetic field is changing (due to fluctuations in current) does inductance cause a current that resists the change. this is why inductors are useful in smoothing out fluctuations in current.

it can be explained as a consequence of maxwell's equations + lorentz force law, as can any classical em topic

They're a naturally forming phenomenon. I believe they are common in Idaho where there are both many tornatos and potatos. If you watch the documentary twister you'll see they come close to truly understanding them. But no one knows for sure.
