There are a few reasons. One general thing is that the US have cultural and economic dominance in the west. There are of course some successful projects outside the US but it's always harder. If you developed a German social media site, for instance, would Americans want to use it, or would they prefer using an American one instead? I mean even if it had very good English language support, they would usually prefer something made in their own country. It's not the same the other way around, most Europeans have no problem using US products, we were consuming US media for our whole lives.

Then there is also that extreme level of bureaucracy and high taxes. There are people who even just make a small commercial website and if you forget to add an imprint (Impressum) you will get fined. When I was still in Germany there were law firms scraping the internet for sites that forgot to add it just to sue you and make a few bucks. That's just one example, but I think it's illustrative.

There's a petition for the German government to classify open source contributions as volunteer work. I've heard that in Germany there are certain social benefits for those who volunteer at least a minimum number of hours. Contributing to FOSS projects could count towards those hours.
Meanwhile Europe is taking another stab at using FOSS as an alternative to US tech products, at least until they can develop their own native tech, which itself might be why they suddenly decided to import millions of jeets, in the mistaken belief that poos are who actually create US tech products.

Though the japs "work" 10-12 hours a day, so they still get shit done even when they spend half the day twiddling their thumbs, while the germans take so fucking long to get anything done.
