it took me 25 minutes to get debian up and running on my laptop, even windows 10 LTSC took like 90 minutes in comparison. the initial update process on debian (updating packages) took 5 minutes. windows updates took like... 50. i don't know why.

I recently had to help set up a laptop my mother got for Christmas; it gave both her and I a headache during setup because of all the hoops you have to jump through. About 2 weeks ago I swapped to linux and set my machine up (including porting over all my old files) within about 15 minutes. If it were up to me, I'd call it, it's over for windows. It's just not worth dealing with their bs any more. Even my wife is considering swapping over.

The problem is most ISOs are very outdated.
While you may get a handful of updates from a fresh install, they are cumulative and an ISO that is a few years out of date is getting a few years of updates.
Nothing to do with download speeds, this is a thing that has always existed with Windows. Anyone who installed Windows 7 from an SP1 iso knows about the hundreds of KB updates.

Get an ISO from Microsoft for Win11 and it takes no time after initial setup compared to Win10 LTSC because the ISO itself is more updated.
